Policies

Policy A:  Appointed Positions

 

Section 1  The Registrar  The Registrar shall:

 

A.                 Serve a term of one (1) year and receive payment of $750 per term.  Said term shall begin on June 1 to coincide with the Missouri Youth Soccer Association (MYSA) season.

B.                 Maintain a database of registered players and coaches.

C.                 Coordinate registration of players for spring and fall seasons.

D.                 Register all players and coaches with MYSA.

E.                  Supply board members with a listing of players and coaches as needed.

F.                  Assist the Vice-President in preparation of coaches’ packets.

G.                 Communicate the necessary sponsor information to the Uniform Coordinator.

 

Section 2  Division Managers  The Division Managers shall:

 

A.                 Organize and coordinate all activities in their respective divisions.

B.                 Secure all coaches required for the teams within their divisions.

C.                 Act as a liaison between coaches and the Board of Directors.

D.                 Approve all player assignments, releases and transfers to or from teams.

E.                  Report all division activities to the Board of Directors.

F.                  Be responsible for enforcing all rules, seeing that all teams adhere to them, and bringing before the board any violations of the rules.

G.                 Serve on the tournament committee for any RPSC-hosted tournaments in their respective divisions.

 

Section 3  Referee Coordinator  The Head Referee shall:

 

A.                 Coordinate the officiating of all RPSC games.

B.                 Report to the Board of Directors and respond to complaints on referees.

C.                 Act as liaison between the Board of Directors and the referees.

D.                 Report to the Board of Directors any complaints or cardable offenses against coaches, players, teams or other RPSC representatives.

E.                  Work with MYSA representative to provide information on instructional classes for referees.

F.                  Maintain pay sheets for referees and submit to treasurer for payment.

G.                 Arrange to have an adult referee present during game times.

H.                 Shall become certified. RPSC will pay for the certification.

 

Section 4  Field and Equipment Coordinator  The Field and Equipment Coordinator shall:

 

A.                 Maintain and inventory all equipment (i.e., balls, cones, etc.) necessary for the playing of soccer.

B.                 Maintain and coordinate the use of extra uniform sets when teams have a color conflict.

C.                 Notify the board of any necessary equipment and the approximate cost as needed to equip teams.

D.                 Maintain records of equipment issued to and returned from coaches.

E.                  Collect, inventory and store all the RPSC equipment at the end of each playing season.

F.                  Make game equipment (game ball, nets, corner posts, first-aid kit, etc.) available for games.

G.                 Immediately notify the president if fields are found questionable on a game day.

H.                 Oversee the use of club equipment during the off season.  Use of club equipment is at the board’s discretion.  Requests for equipment by an active member of RPSC must be made in writing; the board will review the request within three (3) weeks and issue its approval or denial.  In general, the use of club equipment is encouraged.  If equipment is returned in a condition not resulting from normal wear and tear, the member using the equipment will be responsible for the replacement cost of the equipment.  The board may require a deposit on the use of equipment.

I.                    Be a liaison between the City of Raymore and the RPSC for field usage each season.

J.                   Be responsible for the layout and marking of all fields before each season begins.

K.                Immediately notify the president if fields are questionable.

L.                  Notify the board of required field supplies and their approximate cost.

 

Section 5  Schedule Coordinator  The Schedule Coordinator shall:

 

A.                 Be responsible for the scheduling of all games for all divisions.

B.                 Prepare and distribute all game schedules with coaches’ packets.

C.                 Be responsible for rescheduling of any rainouts or postponements.

D.                 Coordinate rescheduled games with the Head Referee.

E.                  Notify the Division Manger, Equipment Manager and Field Coordinator of all rescheduled games.

 

Section 6  Publicity Coordinator  The Publicity Coordinator shall:

 

A.                 Upon board approval, be responsible for placing all ads in local newspapers for registration each season.

B.                 Be responsible for publishing and distributing the club newsletter to all members four times a year.

C.                 Be responsible for preparing and distributing all flyers to schools, libraries and stores announcing club sign-ups or activities.

 

Section 7  Field Coordinator  Combined with Section 4.

 

Section 8  Sponsorship Coordinator  The Sponsorship Coordinator shall:

 

A.                 Solicit a sponsor for each RPSC team through personal contact.

B.                 Serve as a liaison between team sponsors and the RPSC.

C.                 Communicate to the Registrar the list of sponsors for assignment to teams.

D.                 Coordinate a sponsor acknowledgment program consisting of sending a thank-you letter.  Arrange for the distribution of sponsorship plaques on a timely basis.

 

Section 9  Team Picture Coordinator  The Team Picture Coordinator shall:

 

A.                 Investigate photographers and make a recommendation to the Board of Directors as to which photographer to use.

B.                 Schedule photographer to shoot team pictures.

C.                 Communicate to teams their respective picture appointment.

D.                 Be present at shooting to act as a liaison between photographers, coaches, players and parents.

E.                  Make arrangements for distribution of pictures to teams.

 

Section 10  Awards Coordinator  The Awards Coordinator shall:

 

A.                 Locate the best source from which player awards or trophies can be purchased.

B.                 Provide the Board of Directors with samples of awards.

C.                 Order awards and arrange for distribution to teams.

 

Section 11  Uniform Coordinator  The Uniform Coordinator shall:

 

A.                 Locate the best source from which player uniforms can be purchased.

B.                 Provide a cost estimate to the board prior to the season.

C.                 Order uniforms required for each team.

D.                 Arrange for distribution to teams prior to beginning of each season.

E.                  Order coaches’ shirts for all coaches in the fall season and new coaches only in the spring season.

F.                  Acquire, distribute and collect goalie shirts.

 

Policy B:  Coaches

 

Section 1  Eligibility  Coaches must be:

 

A.                 Of good moral character.

B.                 Have an active interest in the welfare of youth.

C.                 Have an active desire to be teachers of good conduct, sportsmanship, and the skill of playing soccer.

 

Section 2  Selection

 

A.                 Coaches must be approved by the Division Manager.

B.                 Assistant coaches shall be selected by each coach and will assume the coach’s responsibility in the coach’s absence.

 

Section 3  Tournament Play

 

A.                 The board encourages participation of teams in tournaments.

B.                 The RPSC will insure that all coaches are notified of tournaments in which they may participate.  Participation in said tournaments is at the discretion of each individual team.

C.                 Should a team participate in a tournament, it is the responsibility of the coach to complete the required paperwork, collect all fees and notify the Division Manger of the team’s participation.

D.                 The coach must work with the Division Manager in rescheduling regular club games and the use of guest players on his tournament team.  In all cases, teams that participate in tournaments will be required to complete their full season of club games before the end of the season.

E.                  The club will consider co-sponsoring a team for one tournament a year, subject to approval by a majority vote of the Board of Directors.

 

Section 4  Kids Safe Program  Coaches must comply:

 

A.                 With local ordinance requiring all youth sports volunteers to a background investigation.

B.                 With MYSA Kids Safe Program as outlined in Amendment 1 of Policy B.

 

Policy C:  Team Assignment

 

Section 1  Player team assignments (except for late sign-ups):

 

A.                 Players shall be assigned to teams as follows:

            U5 and U6 – The U5 and U6 Division Manager will randomly assign pooled

            players to teams.

            U7, U8 and U10 – Pool players will be assigned via a drawing in a blind draft.

            U12 and U14 – Pool players will be assigned via a draft.

B.                 A returning coach may freeze returning players from the prior season.  One assistant coach may be frozen.  If the coach does not return from the prior season, a parent from that team may freeze that team by taking over the coaching position.  No other freezes are allowed.  In all other situations, the players will be placed into a “pool” to be drafted per the team assignment policies.

C.                 Coaches will draw lots to determine the order of the draft.  The draft sequence will be as follows (i.e., five teams the order is 1 2 3 4 5 5 4 3 2 1 etc.).  If a coach has any freezes they can only enter the draft after all coaches have an equal amount of players.

D.                 Special requests will be honored, if possible.  Special requests are asking for a certain coach, friend, transportation or a request to play out of the assigned age group.

E.                  A 15-minute trading deadline will be allowed after the draft.  After which the division manager is the only one allowed to reassign players.

F.                  If there are too many players signed up for a division, a waiting list will be maintained by the division manager.  The waiting list will be in order of the sign-up date.

G.                 The RPSC Board of Directors may from time to time make whatever alterations necessary to ensure teams are kept balanced, maintain a recreational focus and to prevent team stacking.

 

Section 2  Late Sign-up  Player Team Assignments:

 

A.                 All late sign-ups will be assigned on a weekly basis by Division Managers.

B.                 Late sign-ups will not be allowed after the second week of play.

C.                 A late sign-up fee of $10.00 will be assessed on players registering after the regular fee deadline.  The Division Manager may waive this fee, if deemed appropriate.

 

Section 3  Guest Players

 

A.                 Guest players are not allowed on teams for recreation league play.

B.                 A guest player can be used if brought up from a younger age division and with approval of opposing coach before start of game.

C.                 Each team will be allowed only two guest players per game.

D.                 Each team will be allowed guest players in only two regular season games.

 

Section 4  Independent Teams  An independent team is defined as a team not drafted per RPSC’s draft guidelines as stated in Section 1.

 

A.                 To be eligible, all team members must be in good standing with MYSA.

B.                 Teams will not be allowed to play in divisions with RPSC teams which were formed under the guidelines in Section 1 unless approved by the Board of Directors.

C.                 Team costs will be born by the team, i.e., uniforms, equipment, league fees, etc.

D.                 RPSC will assist in rostering teams, as needed.

E.                  RPSC has the right to refuse participation by any team.

 

Policy D:  Substitution and Participation

 

Section 1         All players are guaranteed to play fifty percent (50%) of each game.

 

Section 2         Before a player sits out (is on the sidelines, not the field) twice during a game, all players must have sat out once.  Goalies need not be included in this substitution.

 

Section 3         No player will play goalie more than 50% of the game.

 

Section 4         Substitutions will only be permitted at those times designated in the Modified Rules of Play.

 

Section 5         A player receiving a “Yellow Card” must be substituted.

 

Policy E:  Awards

 

All players except for those on independent teams will receive participation trophies.  There are no placement trophies.
